Chollipas as Manager Indigenous Peoples Affairs for Fenway and its Philippine affiliate company Palcan Cement Corporation (PCC). Ms. Chollipas was formerly employed as Director Region IV covering eleven provinces including Palawan, for the Philippine National Commission on Indigenous Peoples (NCIP).
Ms. Chollipas proudly proclaims herself an Indigenous Person (I.P.) of the Bontoc Tribe from Northern Province (north central Luzon near Baguio). She obtained her Bachelor of Arts degree in Psychology from Siliman University, Dumaguete City, Negros Oriental and her Masters degree in Management (Public Administration) from the University of the Philippines, Baguio City, Luzon. Her career has been in leadership roles mostly with Government Agencies addressing concerns of Cultural Communities. A significant highlight in her career to date was her contribution to the International Labour Organization (ILO) Cooperative Program for Indigenous People. (Fenway Director and PCC Chairman Mr. Rene Cristobal is Official Employers Delegate under Government, Private Sector and Union tripartism to the ILO). Working for two years for the ILO Indisco Program from their Manila Office, Velma helped create IP agricultural and industrial cooperatives, income assistance and Legislative measures proposed and adopted for the benefit of Indigenous People.
Ms. Chollipas will complement the Community Relations work of Fenway Director Dr. Carlos Fernandez, anthropologist, by specializing in the initiation, implementation and completion of cultural, health, educational and job-skill training programs within the Indigenous Peoples communities in and around Sofronio Espaņola and Quezon Municipalities, Palawan.
The appointment of Ms. Chollipas working in Fenway-PCC community relations programs with Dr. Carlos Fernandez illustrates the respect and importance Company Management gives to the Indigenous People of the Palcan Cement Corporation area of influence. Community support programs are in the planning stage and will begin upon receipt of the Mineral Production Sharing Agreement (MPSA) from The Philippine Bureau of Mines and Geosciences.
