"CERTIFICATE OF FREE AND PRIOR INFORMED CONSENT" ISSUED BY NCIP FOR THE PALAWAN CEMENT PROJECT
NEWPORT BEACH, CA. March 2, 2000 - FENWAY INTERNATIONAL INC. (FWIN-OTC BB)
Chairman David Daoas and Regional Director-Designate Ms. Velma Chollipas of the National Commission on Indigenous Peoples (NCIP) respectively signed a Memorandum of Understanding (MOA) and Certificate of Free and Prior Informed Consent in favor of the Palawan Cement Project dated February 28, 2000.
Fenway International Inc. and its Philippine partners, Palcan Mining Corporation, and Tribal Chieftains representing the Council of Tribal Chieftains for the Municipality of Sofronio Espanola and Quezon, Palawan signed the MOA with the NCIP. The MOA defines the responsibilities of the signatories in the operation of the cement plant and quarry in its area of influence within Indigenous Peoples (IP) territory. An independent census of nearly 100% of the Tribal People by NCIP staff demonstrates more than 80% support for the Palawan Cement Project. The census clearly demonstrated that the tribal members understand the social economic and environmental issues regarding operation of a 2,500,000 tonne/year cement plant operating in their community.
The NCIP certificate is required in order to obtain the two remaining Governmental Certificates: namely, the Mineral Production Sharing Agreement (MPSA) and the Environmental Compliance Certificate (ECC) prior to the construction and operation of the Palawan Cement Project. Preparations for the formal and final application for the MPSA and ECC are significantly advanced as a result of the NCIP Certificate.
