PALAWAN AND NEGOR CEMENT PROJECTS: THE PHILIPPINES
 |
| LOCATION
|
The Palawan and Negros Oriental locations are especially advantageous because their coastal site for the plants has immediate access to marine transportation. Products of the new plants can therefore move at a low cost to various regional markets in the Philippines and to other regions in East and South Asia.
Palawan Cement Project
Scott Point, Palawan Island, The Philippines, logistically well situated along international shipping lanes, 1,000 km. southwest of Manila.
Negros Oriental Cement Project
Guihulngan and La Libertad, Negros Oriental, The Philippines
The region of the proposed project lies less than 100 km. across the Tanan Strait from Cebu, the second largest and fastest growing city in the Philippines.

RESOURCE |
Palawan Cement Project
3.8 billion tonnes of limestone and 1.2 billion tonnes of shale are estimated to be available for several hundred years cement production. Chemical analysis by the Philippine Bureau of Mines and Geosciences, Technical Services Division, indicate that the raw materials of limestone and shale are ideally suited for manufacture of Type I (heavy construction quality) portland cement.
Negros Oriental Cement Project
390,000,000 tonnes of limestone indicated in initial quarry area along with over 100,000,000 tonnes of shale and sandstone are estimated to be available for several hundred years cement production. Chemical analysis by the Philippine Bureau of Mines and Geosciences, Technical Services Division, indicate that the raw materials are ideally suited for manufacture of heavy construction quality portland cement. |

| WORK PROGRAM |
Palawan Cement Project
Pre-feasibility studies were completed in 1993. A bankable Feasibility Study and Report was prepared by Kilborn Engineering Pacific Ltd. (Kilborn-SNC Lavalin) and was completed in 1995. Production funding required is $380,000,000 to include cement plant, conveyor, electric power, port, quarry, and townsite costs. US$3,500,000 have been spent on the project to date. Construction will take place between 2004 and 2007. Production start-up is scheduled for 2007 at 2.5 million metric tonnes/year. The project was endorsed by the Philippine and Canadian Governments in 1997.
Negros Oriental Cement Project
Pre-feasibility on Negros Oriental was completed in 1990. A Feasibility Study and Environmental Impact Statement were prepared in 1996. An Environmental Compliance Certificate (ECC) and a Mineral Production Sharing Agreement (MPSA) were received in 1998. Production funding required is $380,000,000 to include cement plant, conveyor, electric power, port, quarry, and townsite costs.
Production start-up is scheduled for 2008 at 2.5 million metric tonnes/year. Sales are projected mainly for Cebu and the surrounding central Philippines area. |
